This is a binding EU regulation on energy efficiency, setting targets for energy savings. The directive aims to reduce the EU’s energy consumption by 11.7% by 2030. § 295 In new buildings covered by § 260 with a design heating or cooling demand exceeding 290 kW, building automation systems must be installed to control the technical systems.
Subsection 2. In existing buildings covered by § 260 with a design heating or cooling demand exceeding 290 kW, building automation systems must be installed to control the technical systems if it is technically feasible and cost-effective, cf. § 275. The installation must be completed by the end of 2025.
Subsection 3. Building automation as per § 295 and § 296 consists of the entire system used to regulate and control the technical systems. The system must be capable of:
- Continuously monitoring and analyzing energy consumption,
- Communicating with the technical systems and regulating them energy-efficiently according to the building’s needs,
- Expressing the energy efficiency of the building and its technical systems, and
- Detecting faults in the systems and notifying the operations staff about these faults.
